
DEVELOPING THE BUDGET
Developing the budget for the project, or the Total Outturn Cost (TOC), is a complex process that depends on a large number of considerations. During the development of the TOC, the Alliance had to consider:
- the spillway design that would deliver optimal water supply, flood mitigation, and dam safety
- temporary inundation of land
- community and stakeholder engagement
- statutory approvals including the Significant Project application and project referral under the Environmental Protection and Biodiversity Conservation Act
- liaison with Department of Natural Resources & Water ? Resource Operations Plan, water harvesting, South East Queensland Regional Water Supply Strategy
- funding/subsidy management
- compensatory habitat strategy
- recreation area (amenity plan) & other facilities relocation
During the TOC development phase it was discovered that as a result of geological conditions on the right-hand side of the dam, additional works would be necessary to complete the project. As a result the development of the budget was divided into two parts: TOC 1 and TOC 2. TOC 1 would include the cost of raising the dam wall, reconfiguring the spillway and chute, recreational planning and development. TOC 2 would include the development and construction of a design solution to meet the geological challenges on the right hand side of the dam. TOC 1 was approved by GCCC on 4 June 2007. TOC2 was approved by GCCC in November 2007.
